While the progress of children toward the standards will vary depending on a number of factors, the standards act as a guide for educational and programmatic. Effective starting November 2016, the updates reflect best practices and the latest research on early childhood development and brain science. Compiled and Authored by the California Head Start State Collaboration Office Community Care Licensing Workgroup, comprised of staff from the California Head Start State Collaboration Office. The Head Start Program Performance Standards (HSPPS) set forth the requirements local grant recipients must meet to support the cognitive, social, emotional, and healthy development of children from birth to age five. The early learning standards define the key aspects of development and learning that are the foundation for a child’s school and life-long success. The Final Rule for the New Head Start Program Performance Standards was published in the Federal Register on September 6, 2016. Both Head Start and Early Head Start programs offer a variety of service models. Head Start services include early learning, health, and family well-being.
